LABEL element is not used with form controls.
LABEL elements are a key factor in accessibility of form controls such as edit box, radio box, check box, or select box. Many form controls appear in numerous pages that do not have any LABEL associated with and as the result they are not accessible.
LABEL element associates a particular form control with its corresponding text information. Consider you have short form containing a name, a last name and a phone number fields and all of the type edit box. A screen reader user can not identify which edit box is associated with what of the above field. LABEL element associates this relationship.
